Harem's weren't always about sex. Zenobia was in a Seraglio (Harem), but she wasn't touched, and fell in love with Conan from afar.
The biblical kings had concubines, which more times than not, never saw the King.
It's only Japanese anime that make Harems all about sex or sexual tension.
Of course with the sexual tension between Vel and Soraina, it's possible it could lead to sex.
