Yeah, but I don't see that they had a choice, two versus infinity soldiers and all that. They could've always just gotten clubbed over the head and dragged to a cell; the governor is just being a smooth jerk here. And minimizing bodily harm, I suppose, which might be important for whatever he plans for them.
